The National Agency for Rural Development Support (ANADER) was created on September 29, 1993 through the implementation of the National Agricultural Services Support Program (PNASA) resulting from the Structural Adjustment Program (PAS) conducted by the State of Côte d'Ivoire conducted by the State of Côte d'Ivoire and financed by the World Bank.

The mission of ANADER is to “contribute to the improvement of living conditions in rural areas by the professionalization of farmers and professional agricultural organizations by designing and implementing appropriate tools and approaches, programs adapted to ensure sustainable and controlled development”
